The report you have submitted is working as intended: see MC-99414. Note that that report is newer than the one you cited, MCPE-3, which was resolved during Pocket Edition alpha versions with a message stating that it would be revisited in the future.

Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
