My mending items are not repairing,
This is happening with my pickaxe and sword

How did you determine that the XP was not being applied toward mending your equipment?
When watching the video, when XP is absorbed, your levels are not increasing, so it is likely that the XP is going toward mending. It takes quite a lot of XP to fully mend items though.
You should notice that the item being mended "jumps" a little in the hotbar (this is hard to see on the videos due to the low quality).
