When placing a boat at build limit in Creative mode, two boats are placed

In creative mode, when placing a boat at the world's build limit (Y: 320), the game sometimes summons 2 boats instead of one.
This only occurs in creative mode.

Steps to Reproduce

1. open a world in creative mode

2. take any block from inventory

3. build a tower to the sky's limit ( y: 320)

4. place a boat on top of the tower (y : 320)

Observed Results:

• two boats appear

• after I place a boat and it "doubles," it duplicates again only when I move my character and place another boat.

Expected Results:

• only one boat should be placed
