When I placed a Cartography Table next to a villager, he did not respond to it, even though I broke all the Work tables and ovens near him. This picture shows it. I waited for him for a minute, but he didn’t work. Plus I also make sure to put a bed near him but he didn't respond either.

Did you place a bed nearby? Villagers can only link to workstations if they are also linked to a bed.
Villagers in Bedrock do choose workstations based on how close they are. Instead, the entire population and workstations of the surrounding village is taken into account. This is intended behavior per the resolution of MCPE-45270.
If you still think that you are experiencing a bug please provide complete steps to reproduce the issue.
