Anvil's durability is unbalanced

My brand new anvil have broken in less than 10 uses. At first, I thought it would be a bug, but after reading bug report MC-154128, i understand now that anvils might break after only three hits!

It is ok to have a random durability to anvils, but breaking after less than 30 uses is just unbalanced. Something massive like an anvil that cost so much in iron should have at least a very high durability compared to normal thin tools. For example, my old shield made of wood and some iron took tons of arrows, zombie slams and creeper blows and is still at half durability. In contrast, my brand new anvil that I used less than 10 times breaks in pieces... It is clearly not a desirable behavior.

To improve on this, I think it should be considered to add a minimum durability to each anvil's stage. When the minimum durability is reached, then the anvil starts random chances to break to the next stage. For example, adding min 9 durability to each of the 3 stages would make the anvil's durability to minimum 30.

Anvils have a random chance of breaking, so it could be you just got really unlucky. As for Lucas Hurst, that would be a bug as anvils have to go through 2 stages of breakage before they actually break, meaning the theoretical minimum usage would be 3. Unless you can prove this is a real bug (Which would be difficult to do unless you can prove that Lucas is right), I would say this is WAI.
