Shooting yourself with a tipped arrow gives no effects with friendly fire off

Potion effect arrows can bypass all Player's hitbox, including the action of shooting yourself one of this particular arrows, when the toggle "Friendly fire" is turned off. After the action, the arrow does not disappear and can be reused again and again, as an infinite source

Updated summary to parallel MCPE-83247. I think this one is more likely intended, however. Friendly fire OFF should stop players from hurting or affecting any players, including themselves.
