New customizable controls opacity don't go below 15 so we can't fully customise the opacity to 0.
Steps to reproduce:
Create/open a world
Enable Customize Controls (Experimental)
Go to Customize controls
Select a button -> Opacity, try to bring it down to 0%
Observed result:
You cannot bring opacity down to 0%, the minimum allowed value is 15%.
Expected result:
The minimum allowed opacity value is 0%.

Can confirm in 1.21.2. Here's how i was able to reproduce it:
Join any world and once you load in, pause the game and then go to settings > touch
There would be an option to enable controls customization which you will need to enable.
Then click on "Customize Controls", click on any button and change its opacity to be as low as possible. Notice that it can't go bellow 15%, which means we can't make controlls less noticible or even invisible.

After consideration, the issue is being closed as Working as Intended.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
