Ray Tracing makes Nether darker

I've been excited to use the Ray Tracing ever since it was hyped about and I finally got the RTX graphics. And the Ray Tracing was perfect.....until I went into the Nether. The Ray Tracing made the Nether harder to see in and only two blocks actually emits proper lighting, the Soul Fire and the Shroomlight. I tried other RTX Texture packs and they all had the same problem when used in the Nether. I've fallen a lot more in the Nether with the Ray Tracing than I have with it disabled.

Have you tried turning up the game brightness setting? If not, does it help when you do that?

It won't let me adjust the brightness when the Ray Tracing is on and when I turn off the Ray Tracing and adjust the brightness and turn the Ray Tracing back on, the Nether is still too dark to see well in.

And, it makes all of the banners have a black stripe on it and makes the Illager banner a plain white banner with a black corner.

What RTX resourcepack are you using exactly (and if multiple, what are they)?

Well, I used the Programmer's Classic RTX as well as a few others, but not at once. Turns out the shader has to be on the top of the list, although it deactivates one of my texture packs that gives the sponges, Crying Obsidian, and the Cod their old textures. Bedrock Edition has so many bugs that I literally can't tell which feature is a bug or actual feature.

Please update the Description to list the packs you are using (exact name and creator), along with the order they are in. It would also be helpful if you can determine whether removing particular packs affects the result, and if so provide the simplest possible list to reproduce the issue. Please also note if you are using any other non-default game options besides enabling RTX, such as deferred rendering, etc, that affect the display.
