I've noticed that when I'm in the water the bar at the top with the bubbles has been dropping almost twice as fast. I've been playing on peaceful and even with my hearts regenerating it's still a challenge being in the water for less than a minute!

I'm playing on bedrock using an android phone. The bar is going down normally however the damage I'm taking is happening twice as fast as it usually does. What I meant in the original post was the hp bar goes down twice as fast after running out of oxygen.
When you say it is "twice as fast", what are you comparing it to? If your oxygen is not depleted, your health won't usually drop at all unless you are also "starving" or receiving damage from another source.
Are you taking damage from attacks, or only from suffocation/drowning?

I'm playing on peaceful mode so there are no mobs I'm regenerating hearts and even then the damage I'm taking is faster than usual.
The video seems to be showing normal behavior. After your oxygen runs out, you lose one "heart" per second until you resurface (or enter a bubble column). You also gain 1/2 heart per second as long as you have full food (which you have).
When you say it drops "twice as fast", what are you comparing it to? In peaceful, there are few actions that result in losing health at all.
In general, when working under water, players will either need to resurface to replenish oxygen, or build a structure under the water and remove the water from it to have a place to stand.
Twice as fast as what? Are you playing vanilla (no addons), or playing from a world template?
