You can see UI offset in the attached screenshots
How to reproduce the error:
1. Make shure you have an RTX card and a 4K(3840x2160) monitor.
2. Enable any RTX pack in any world and load it. Make sure Minecraft is in full screen mode.
3. If this error didn't occur, press F11 twice some times unless this error appears.
Note
I have 3 monitors, perhaps this is why this error occurs, but on the second FullHD (1920x1080) monitor this bug does not happen.

Mine does describe it as a slightly lower resolution, but I also saw some other glitches you pointed out.
And yes I use an RTX card and have a 4K 2160p monitor.
