As Stated The Action Bar Has No Box Aroun It It's Completely Transparent Here are 2 images 1 before 1.20.60 and the current version one.
Steps to reproduce
Put a command block on repeat always active
Type /titleraw @a actionbar {"rawtext":[{"text":"hello"}]}
