Steps to Reproduce
Create new "Creative" world with "TNT Explodes" option turned OFF
Place one block of Bedrock in a 1x1 hole
Surround the Bedrock with TNT (so it is one block above the bedrock)
Place an End Crystal on top of the Bedrock
Use Flint and Steel to light the End Crystal
Observed Result
The TNT explodes
Expected Results
The TNT is not affected by the End Crystal explosion
Note
If the Bedrock is at the same level as the TNT, then the TNT does not explode.

I cannot reproduce this in 1.20.62 following the same configuration/setup shown in the video. Even placing the end crystal at the same coordinates won't make the tnt explode.
Did you have any experimental features enabled? If it does still occur, could you please attach a copy of one of the worlds you used and the coordinates of where the end crystal was ignited?
Please double-check to make sure you didn't have any add-ons or behavior packs active.
The "TNT explodes" toggle is active in the world you've attached. Turning it off will make the TNT not explode. Please try seeing whether you can still reproduce this with the toggle turned off.
I still cannot reproduce this issue in 1.21.2 when turning off "TNT Explodes" in the attached world. Please record a video of this happening in the latest version/Preview that includes your world's settings and attach it to this report.
On Windows, you can use Windows
+Alt
+R
to open a built-in app for recording game footage.
