[MCPE-179266] Can't scroll with mouse when a text box is selected

When a text box is selected, you are unable to scroll up or down with the mouse. This is most noticeable in the inventory. This seems to have always been an issue.

Observed results:
When scrolling when a text box is selected, nothing happens

Expected results:
You should be able to scroll as normal when a text box is selected.

Note: This is not a duplicate of MCPE-171559, this issue is a part of the reason why that bug exists

@unknown: You added 1.21.30.23 Preview to the affected versions list, but I am not able to reproduce this in that version. Please attach a video of the issue occurring in 1.21.30.23 Preview.

Oh yes never mind it has been fixed in 1.21.30.23! I do not recall seeing this change in the changelog though @OcelotOnesie

It is very common for bugs to be fixed without being mentioned in the changelog. In the future, please do not add versions to reports without testing them first.
