I don't know if the "affects versions" thing is correct but I just downloaded Minecraft pocket edition last night, and there was no issue. Today, I logged on only to see that my skin wasn't working, my minecoins weren't showing up, and my market place wouldn't work and would just give me an error. I'm pretty sure I logged on correctly, as I always do. So far, I've tried restarting, deleting, clearing cache, and a VPN. It's safe to say that nothing worked
