[MCPE-18018] mobs are spawning on top of half slabs and rails

Mobs are spawning on top of half slabs and rails inside my world this has actually ruined my guardian farm I've been working on

This is working as intended.

Mobs can also spawn on the tops of upside-down slabs and double slabs, but not on lower slabs.
