In most of versions, Fern in the hands of the texture is normal, and placed to show the missing texture, huge Fern and grass will not be the case
Steps to Reproduce:
1.Use any 1.20+ version
2.Open the creation mode
3.Put a fern on grass block
Observed Results:
The fern showing the missing texture
Expected Results:
The fern show the fern.png

I can't reproduce this issue in 1.21.2. Are you sure you don't have any resource packs active either in the world or globally?
Or it's only on 1.20.10+ and not on 1.21 versions,and it doesn't have this bug on 1.20.10 version. I don't add any resource packs with a "fern.png" or "fern.json".
Resolving as Cannot Reproduce based on previous comment from reporter that the issue does not occur on 1.21 versions.
