[MCPE-180773] Minecraft bedrock players cannot be able to fly underwater like Minecraft java players with elytra.

I notice this issue when playing Minecraft I did not know this is a bug or feature on Minecraft java and file is too large so I cannot upload it. and Minecraft java player can fly underwater with elytra, but Minecraft bedrock player cannot.
