[MCPE-180856] Height limit text is spammed 10 times when trying to place blocks on the nether roof

How to reproduce bug:
Go in the nether
Reach the nether roof
Attempt to place blocks

Expected Result:
It would trigger the height limit text once.

What happened:
It triggered multiple times.
