Enderman holding a block can despawn

The bug

Endermen that pick up a block can despawn.

Steps to reproduce:

1. Load the attached world.

2. Move so that the enderman is outside of your simulated distance.

Observed results:
The enderman will despawn.

Expected results:
The enderman should keep persistence and not despawn as it's holding a block.

In Java Edition endermen can't despawn when holding a block (per MC-124812).
