[MCPE-181156] Pick block does not apply to frosted ice

In Bedrock Edition, frosted ice is a legal item that can be obtained using /give, but it cannot be obtained using Pick block.

Expected behavior:
frosted ice can be obtained using Pick block

What actually happened:
Pick block does not work on frosted ice

Command blocks are also items that can only be obtained through commands, but they can be obtained through pick blocks, but frosted ice cannot.

This situation is similar to the monster spawner in Java version before 22w43a.
