Saddles cannot be obtained by fishing

I cannot fish up a saddle, even with an enchanted rod. after doing nothing but fish for an ingame week, I fished up a number of fish, three name tags, several enchanted books multiple fishing rods, two enchanted bows, and five pairs of undamaged leather pants, but not a single saddle. When I checked the wiki for the drop rate, I realized that I shouldn't be able to fish up leather pants. I suspect that something got overwritten in the last update, and now leather pants are being fished up when I should be getting a saddle. The fact that none of the pants are damaged in any way seems to support this theory.

how: to replicate:
fish as normal

expected result:
when the game registers that I caught treasure, I should have a one in six chance (with an unenchanted rod) that said treasure will be a saddle

actual result:
Saddles cannot be fished up, but leather pants in pristine condition can. This should not be possible according to the wiki
