[MCPE-181293] Rails are not placed looking at the players direction.

Steps to Reproduce:

1. Get any type of rail.

2. Place it looking at any direction.

Observed Results:
The rail's placement is only rotated on one direction instead of the player's direction

Expected Results:
Rails should be placed in the player's direction.
