Rails are not placed in the direction the player is facing

This is a repost of MC-791 for Bedrock Edition.

Summary:
If you place a single rail of any type (not adjacent to any other rails), it always faces north-south instead of the direction you're facing.

The behavior should match that of other directional blocks, which are oriented based on which way you are facing when you place them.

Steps to Reproduce:

  1. Place a rail while facing east-west

  2. Place a rail while facing north-south

Observed Results:
The rail always faces north-south.

Expected Results:
The rail should be oriented based on which way you are facing.

As part of a broader solution, I think this should apply to cartography tables, string, smithing table, & the crafting table. Piston, observer, & stair placement should be improved. Chains should go be able to go sideways.

Vanilla-paritiy label should be added.
