When I try to build an end Portal, and fill it with ender eyes, nothing happens, there is no portal to jump through, and I have attempted to build a portal multiple times in multiple places.

Cannot reproduce the problem. Are you using an old world type? Nether portals and end portals don't function on this world type. It could also be that you have cheats disabled and you're in creative.
