Could be a duplicate of MCPE-180654? This is caused by the "reward_ominous_rare" loot table only have a 20% chance to be selected in the first pool, while in Java Edition it is the exact opposite.

There is only 1.38% chance to get wind burst in Bedrock edition
What makes this better is you only get wind burst I so if my maths correct i have to
defeat 1000 trial spawners to only get wind burst III (What is this Mojang ???)

do bedrock devs even play what they create? I'm sure there's none of them who obtained wind burst 3
