Sound is completely broken

Whenever I load the game, whether via Launcher or App Icon on my desktop, once the game loads (before loading into ANY worlds) the sound is broken. It sounds like a higher pitched gurgle/steaming (when water hits a hot surface and immediately steams and evaporates) or the sound you hear when your earbuds/earphones stop working properly (which mine have not, I can still hear everything ELSE just fine) and it does not matter what sound it is trying to make, they all sound like that, just at different pitches and tones. I have restarted my game and computer multiple times, and I have tried both worlds with and without add-ons but nothing is helping fix this. 
Please fix this, I miss my normal Minecraft sounds T.T
