Right click on the speaker icon in the lower right corner of the taskbar and make sure the volume is set to 100%.
If the speaker icon does not appear, click on the "Windows / Start Menu" icon or the magnifying glass icon and type "sound settings" in the search field at the top of the menu.
Select "Sound Settings.
Verify that Bluetooth headphones (or the desired device) are highlighted as the default output.
Start the game and verify that the audio is working.

Proceed to the next step:
 
Scroll down to "Advanced Settings" and select "Volume Mixer."
Now verify that the output device matches the system default and that the Minecraft output is set to 100.

Update graphics drivers.

Reinstall Minecraft for Windows.

I was able to fix it by changing the speaker setting to 16-bit 44100 Hz, but the bug is not fixed yet because it reappears when I change the setting back to 16-bit 48000.
