We have discovered that when swimming up non-source water blocks, often it becomes source blocks for no reason.
So far this happens in MC Bedrock PS5 Preview.

No, most of the time the source blocks would get created in flowing water and most of the time the water did not touch any floors but aquatic mobs could spawn in some cases if water spread enough like tropic fish if this occurred in tropic biomes or inside of a cave. (Depending which biome and how big the water body got created)
