I can not "use" bucket on aquatic mobs. Action is ignored. I can attack the mob. Other "use" actions work properly (i.e. fill bucket with water).
As a side note, that may be related or perhaps a new rule, I can no longer empty a bucket of water on a water background alone, there must be a solid block target to use the bucket.
I have attempted the action on a stand alone game, a private server, a Realm server, with a PC and an Android tablet and on multiple worlds.

Original attempt was made in an ocean. Additional attempts were made in a creative environment with 4 source blocks, placed with a bucket of tropical fish, bucket of tadpole, and bucket of Axolotl.
When I 'use' click on the mob, nothing happens, if I miss the mob, the water source block is picked up.
Please attempt and confirm that you are able to successfully complete the task. Maybe it is not only me, but a game wide problem.

Based on this, you are likely using an empty bucket. You need to use a water bucket to collect aquatic mobs, see MCPE-135268.
To scoop up an aquatic mob (e.g. Axolotl, Tadpoles, etc.), the aquatic mob needs to be in a water source block.
