Steps to reproduce:
Enable "Customize Controls (Experimental)" in Settings -> Touch
Go into "Customize controls"
Select a button and change its size
Press "Apply to all buttons"
Observed result:
If the button's size has been increased, then nothing changes.
If the button's size has been decreased, then Scale resets to 100% but does not actually change the size of any buttons.
Expected result:
If the button's size has been increased, then either the Scale resets back to 100% or applies the button's size change to all buttons if there is enough space.
If the button's size has been decreased, then either the Scale resets back to 100% properly (changes the size of the original button back to 100% instead of only visually changing the Scale value) or applies the button's size change to all buttons.
