I was trying to ride a horse when I kept pressing right-click and couldn't. So I thought maybe it wasn't tamed, and used the following command to summon a tamed horse:
/summon horse ~ ~ ~ facing @s minecraft:on_tameBut when I tried to ride it, it displayed the "Press SHIFT to dismount" message, but kicked me off as soon as I got on. I don't know if this was something with my controls or something, but it's really weird.

Although you can run any entity event in a /summon command, many of them are not designed to be run when summoning, and therefore the results may not be the same as triggering the event through normal gameplay. If there is any bug in what you have described, it would be the fact that you could not ride the naturally spawned horse by right-clicking. Were you perhaps holding at saddle or a food item like apples or sugar when you right-clicked on it? If you can reproduce the issue with a naturally spawned horse, please provide exact steps or a video to show use how to reproduce it.
