Falling pointed dripstone accumulates 1 damage per block fallen on Bedrock, but is supposed to be 6 damage per block like on Java.
Steps to reproduce:
Trap a cow in glass
Place a block 5 blocks above the cow starting from ground level and a dripstone under that block
Break the block above the dripstone, the cow does not die
Do the same on Java Edition and the cow dies
(Damage only accumulates after second block fallen which is intended)

Would MCPE-119542 describe your issue? The two seem very similar to one another.
I believe they are not the same.
The bug you mentioned are different block states of dripstone besides the tip not doing damage.
This bug is the damage multiplier of a single dripstone based on the number of blocks fallen being incorrect. The dripstone still does more damage the higher up it is, but the damage does not scale correctly.
