I believe they are not the same.
The bug you mentioned are different block states of dripstone besides the tip not doing damage.
This bug is the damage multiplier of a single dripstone based on the number of blocks fallen being incorrect. The dripstone still does more damage the higher up it is, but the damage does not scale correctly.
I don't see the other tracker's description mentioning that? It talks about a stack of stalactites capping at 6x the base value which is a different mechanic.
