Steps to reproduce:
Create/open a world
Disable all of your permissions
Enable the Operator Commands permission
Try to break and place blocks
Observed result:
You are able to break and place blocks, despite not having the permission to do so.
Expected result:
You are unable to break and place blocks.
Notes:
This seems to have been reported in MCPE-99483 before, but that report was resolved as Incomplete.

Please note that this is not the same as Working as Intended, as this bug report correctly describes behavior in the game that might not be the intended or desirable behavior, but it will not be fixed right now. Sometimes, this is because the issue reported is minor and/or impossible to change without large architectural changes to the code base.
