When using bone meal on a mushroom it grows at a 100 % chance.
If you put the bone meal in a dispenser and create Redstone to activate it, The bone meal only works half the time.
I've recorded this occurring in a unlisted YouTube video As that's the only way I can get the footage off my console.

Still the same issue, see @unknown's comment:
Dispenser has to use the same amount of Bone Meal as a Player playing in Survival mode. This behavior is consistent with Java.
Once you switch into Survival mode you will find that mushrooms do not instantly grow after using one piece of bone meal on them.
Also, as I stated previously, please do not leave a comment on the linked ticket.
Oh okay then, Didn't think about it like that, it's starting to make sense. Sorry for the confusion When creating something in creative Having things act differently Can get confusing.
