Locked flowers can be planted in flower pots

Steps to reproduce:

1. Switch into Survival mode if not in it already

2. Give yourself a locked flower:

   /give @s poppy 1 0 {"item_lock": {"mode": "lock_in_inventory"}}
   /give @s poppy 1 0 {"item_lock": {"mode": "lock_in_slot"}}

3. Use it on an empty flower pot

Observed result:
The locked flower is planted in the flower pot. When you right click the flower pot to retrieve the planted flower, the retrieved flower is no longer locked.

Expected result:
The locked flower stays in your inventory.
