Cauldrons can be filled with flowing water

Flowing water can fill cauldrons completely. 

How to reproduce:

  1. Dig a 1 block deep hole in the ground

  2. Place a cauldron in the hole.

  3. Place water 5 blocks away from the hole containing the cauldron.

  4. Wait for water to flow over the cauldron

  5. Remove the original water source

  6. Note that the cauldron still contains water

Observed result:
The cauldron is completely filled

Expected result:
The cauldron should not be filled

Change it such that cauldrons can only fill if directly below a water source, or that it can only fill 1/3 when below flowing water. 

I'm trying to reproduce this on windows with the latest release. I can see that water flows over the cauldron, but it does not fill it.

Please attach a video showcasing the bug.

@unknown: You've been posting many "Confirmed in 1.xx" comments on bug reports, but it appears that you're not actually testing the bugs in-game. For example, on MCPE-188234 and MCPE-187545, you commented "Confirmed in 1.21.44" even though both reports are about features not available in 1.21.44. On MCPE-90625, you commented "Confirmed in 1.21.60.21" even though that bug was already fixed in 1.21.50.26 and is still fixed.

Please do not post any more "Confirmed in 1.xx" comments unless you have actually tested and reproduced the bug in the specified version. This is your only warning.
