First Person Block Breaking is not Consistent with Third Person Block Breaking

Breaking blocks is not consistent between first and third-person.

Steps to Reproduce:
1. Place a block high enough in the air so a player can stand underneath it.
2. In first person, move until the reticle is on the edge of the block.
3. Go into third person and try to break the block; you shouldn't be able to.
3. Return to first person and try to break the same block; you should break it.

Note:
This can be done when not at the edge of the block but varies based on the camera angle and position underneath the block.
