pollen can't turn submature torchflower crop into mature torchflower

Can confirm, affects 1.21.51.

Steps to reproduce:

1. Load the attached world.

2. Wait for the bees to finish pollinating the flowers and head back to their nest.

3. Break the hive, place another and spawn 3 more bees.

4. Repeat the process.

Observed results:
Whenever the bees pollinate any of the planted torchflowers, they will only grow to their second stage, but never proceed to their final and mature stage by pollination regardless of how many times they're pollinated.

Expected results:
Pollination should be able to fully mature torchflowers.
