My world randomly slowed down as if the tick speed were decreased; placing blocks or breaking them seems to be slightly delayed, mobs move visibly slower, and my commands slow down their responsiveness. I have a lot of commands running in my world, but even when command blocks are disabled, this issue seems to continue, as if it's terminally slowed.

An update: I found that it actually was a command block causing lag, a very specific one; it was a repeat command that tested for players that had one of a specific tag and none of another. Not sure if that's supposed to be causing so much lag.
If you can create a simple test case that reproduces this issue, please add the following information to the Description, as shown below. Ideally this should start from a new vanilla world, and include the exact and complete command(s) and setup.
