[MCPE-186309] Oxygen bar appears when generating or re-entering world.

Steps to reproduce:

Generate a world and dive into water. Oxygen bar appears.
Exit the world.
Reload the world or generate new world.

Observed result:
Oxygen bar appears and disappears for a flick second.

Expected result:
Oxygen bar doesn't appears.
