Written book titles are localized

The name given to a written book is treated as a translation key; that is, it's localized. This is wrong because it's user-provided text, not a translation key. This did not happen in 1.21.20.

How to reproduce

1. Get a book and quill
2. Sign it
3. Name it store.csb.terms
4. Hold it in your hand and look at the tooltip

Expected behavior

It should be literally called "store.csb.terms"
