Pale Garden fog is still not in parity with Java Edition

MCPE-187291 is fixed. Even with this the fog is still not in parity with Java Edition.

Steps to reproduce:

1. go to the pale garden biome

2. see the fog color
   Observed result:
   The fog color is #b9b9b9.
   Expected result:
   The fog color should be #817770.
