Running on an HP Omen laptop, WIndows 11, Intel Core i7-4650HX, 16 core
with NVIDIA GeForce RTX 4060 GPU
Windows and NVIDIA driver all updated to latest versions
Symptom:
When System>Display>Graphics>Minecraft is set to High Performance (GPU:NVIDIA), Minecraft Bedrock will not start. Upon launch, it briefly flashes the Mojang Studios text, then hangs on the red screen (see attached screen capture). This occurs whether launching from the Minecraft Launcher or starting the Bedrock Edition directly.
If I change System>Display>Graphics>Minecraft to Power Saving (Integrated Intel graphics), then Minecraft Bedrock works normally (although a bit laggy as expected with integrated graphics). In other words, the problem is related to an interaction between Minecraft and the NVIDIA GPU.
The Minecraft Java edition does NOT experience this issue. It works just fine with the NVIDIA GPU.
Likewise, all other apps/games are working normally with the NVIDIA GPU. The problem only occurs with Minecraft Bedrock.

I have this exact problem. Same Omen computer and graphics card. Minecraft bedrock works on integrated graphics, but not the GPU. Please help!!
having the same problem. intel core i7-13700HX, windows 11. switching to intel uhd graphics fixed the problem, where using my usual NVIDIA GForce causes the hang.
I was experiencing this problem with my HP Victus 16 as well. I also noticed several other apps were crashing with a DXGI_ERROR_DEVICE_REMOVED error.
FIX
Change the BIOS -> Configurations -> Graphics Switch from Hybrid to Discrete
or
Open OMEN HUB -> Your laptop -> Graphics Switcher -> Discrete
I was able to re-enable my graphics to high performance (GeForce GPU) and the issue did not persist.
I am unsure of what is directly causing this, but it seems that on these systems the particular configuration doesnt play nicely when switching between dedicated and integrated graphics.
This fixed the issue I was having with a red screen on Minecraft, as well as the DXGI error I was getting from other applications.
