Could you workaround the issue by scrolling around the slots (scroll from the first to second, and then back to first) in the Dressing Room?
I did some experimenting, skins bought from skinpacks or created from the character creator should work as normal. The Custom Skin made outside of the dressing room doesn't have any noticeable corrupt or missing files, and it still being shown inside the dressing room.
It's like Minecraft can't read the Skin File in game and since you can't have a blank skin, Minecraft substitutes it with a defalt skin.
IMPORTANT! I discovered a temporary fix by updating the 3rd Party Site to a modern version and THEN RE-IMPORT YOUR SKIN BACK INTO THE GAME.
NOTICE! When you relaunch the game, your skin will TEMPORARILY NOT BE SHOWN but it is STILL SAVED, just enter to the select world screen then go back to the title screen, your skin SHOULD RELOAD.
Thank you for your report!

Is this still an issue in the latest version? If yes, could you please add it to the affected versions (or mention it if you are not the reporter)?
