That doesn't answer the question. You are not supposed to equip a cape that you don't own. Did you go to the Minecraft Experience event, have your ticket scanned, and redeem the code to earn the cape? If not, it works as intended that you can't equip a cape you don't own.
No I hadn't join Minecraft Experience event I living far Eastern States in NA, though Mojang feel bad to their fans gift a free cape. Similar
