Can't Place Hopper Above Composter

Update: I still couldn't really do it the typical way I'd expect to be able to, but I did figure out how to do it a different way.

I can't remember the order I placed things, but I looked up somewhere that if you're using mouse/keyboard, if you hold down the shift key you can place it still. Hooked up mouse/keyboard and did it that way.

What you're describing is a common behavior for all blocks that you can interact with, for example chests or levers. You need to sneak in order to place blocks against interactable blocks. It does not require a mouse and keyboard. You should have a button mapped to sneak on your controller.
