For some reason my Librarians in my Trading Hall are now targeting bookshelves instead of Lecterns. I couldn't find another Lectern anywhere in the copy of the world and when I released one it immediately marched over to the nearest bookshelf and stood on it and stared at it.
(Also im not sure which versions are affected thats why i marked both)

In retrospect, I worded it a bit stupidly. I meant that he just stands by the bookshelf all the time and refuses to take on any job. We checked the trading hall and the surrounding area in survival mode (and in a copy world in spectator) and didn't find any other lecterns, except for the ones for the villagers in their 1x1 box. When we placed a new lectern next to him, he never reacted (no green particles) but all other villagers with other jobs were able to target their blocks again.

Librarians have a behavior to "inspect bookshelf", which they do during the work day in-between walking to their lecterns. If they don't have a lectern they will probably inspect bookshelves more often. This is not a bug.
