There is the bug where chest is enabled in hardcore world. Yes this is legit.
Steps to Reproduce:
1. Create world
2. Do not turn on hardcore yet, turn on cheats first (it will shows "You can't earn achievement")
3. Turn on hardcore toggle, if it is still showing "You can't earn achievement", create world.
4. Try testing some command like /give
Observed Results:
Cheats were allowed in hardcore world
Expected Results:
Cheats should be disabled in hardcore

Yes but this is different, using the cheats enabled and turning on hardcore does not bringing the achievement on (MCPE-187660). However, even the hardcore toggle is on, and the cheats toggle visual shows it is off, the cheats still enabled even the cheats toggles shows otherwise. This leads the cheats being enabled in hardcore and allowed using commands in game like /give, /fill, etc.

It does appear this is the same as MCPE-187660. This report just carries the steps a bit further and confirms that Cheats were not actually turned off, but only the toggle was changed.
