No resource packs or behavior packs folder when exporting world

Do you have the behavior packs and resource packs activated on the world when you export it?
Are the packs you have installed in the normal Minecraft pack folder, or in the development folders? If they are in the development folders they do not get copied into the world save.

dev folders a tried to make the normal packs but it still wouldent export it correctly

Have you deleted the packs from the development folders? I expect you will need to do that, then restart Minecraft, then apply the packs to the world.
